Abubakar Mahmud Sheriff

I am a dedicated maritime professional with extensive experience across regulatory, academic, and technical domains. My journey began with a Bachelor of Science (Hons) in Marine Engineering from the Regional Maritime University in Ghana. Driven by a passion for sustainable ocean governance, I advanced my expertise by earning a Master of Science (MSc.) in Maritime Affairs from the World Maritime University in Sweden, specializing in Maritime Energy Management and Decarbonization.

Since 2015, I have served with the Liberia Maritime Authority, taking on progressively senior roles including Junior Boat Inspector, Port State Control Inspector, Nautical Inspector/Auditor, and Marine Environmental Inspector—each post sharpening my insight into vessel safety, compliance, and marine environmental stewardship.

Parallel to my regulatory work, I lectured part-time at the Liberia Maritime Training Institute, delivering courses in Applied Mechanics, Engineering Thermodynamics, and Marine Environmental Science, thus mentoring future maritime engineers.

Currently, I am pursuing a Doctor of Philosophy (Ph.D.) in Maritime Engineering alongside a Graduate Certificate in Research at the Australian Maritime College, University of Tasmania. My ongoing research centers on the use data-driven approaces like Bayesian networks and ensemble machine learning models to analyze the foreign vessel detention and its implications for Port State Control and vessel safety management.
